Our Story

Amber Residential Care Homes Ltd was founded by Frances Baxter in 2000 to provide safe, community-based care for adults with mental illness and forensic backgrounds. ARCH initially operated four residential care homes in Oxfordshire before relocating to Hampshire and developing a supported living model better suited to this specialist client group.

Frances is a registered mental health nurse with specialist experience in forensic psychiatry, secure units, hospitals, prisons and the wider criminal justice system. This experience shaped ARCH’s commitment to safe rehabilitation beyond inpatient and secure environments.

ARCH Today

Today, ARCH provides supported living across small, comfortably furnished homes in Winchester. Each placement combines privacy, 24-hour support, risk-aware care planning and meaningful daily routines, helping clients establish stability while remaining connected to home life and the wider community.
