Our Story

Amber Residential Care Homes Ltd was founded by Frances Baxter in 2000 to provide safe, community-based care for adults with mental illness and forensic backgrounds. ARCH initially operated four residential care homes in Oxfordshire before relocating to Hampshire and developing a supported living model better suited to this specialist client group.

Frances is a registered mental health nurse with specialist experience in forensic psychiatry, secure units, hospitals, prisons and the wider criminal justice system. This experience shaped ARCHโ€™s commitment to safe rehabilitation beyond inpatient and secure environments.

Today, ARCH provides supported living across small, comfortably furnished homes in Winchester. Each placement combines privacy, 24-hour support, risk-aware care planning and meaningful daily routines, helping clients establish stability while remaining connected to home life and the wider community.
